Dorothy Helen Brooks Shepherd, 78, of Kingsport, passed away peacefully on August 27, 2026 with her beloved daughter, Heather and loving sister, Greer by her side. Born on September 29, 1947, in Kingsport, Dorothy was the daughter of the late Charles Edward Brooks, Jr. and the late Jane Greer Brooks. She spent her younger years riding and showing horses competitively with her father and being an active part of many clubs at Dobyns-Bennett High School.

Dorothy had several jobs in her lifetime, but the job she excelled in was her role as a customer service representative for Citizens Bank Train Station. She went above and beyond helping the citizens of Kingsport with all their banking needs. Everyone could count on Dorothy to provide top tier service. She was known and well loved by so many in the community.

Dorothy’s most loved role was being a mother to Heather, Nana to Hailey, and wife to Don. Her love of family shined through her in all she did. Her parents, siblings, and close friends, knew they could always count on her. She will be missed by all; her quick wit, infectious laugh, and friendly smile, will live on in our memories when she crosses our minds and hearts.

Dorothy is survived by her dedicated daughter, Heather Whited; her loving granddaughter, Hailey Moore; her sisters, Greer Mayer (Chuck) of Mt. Pleasant, SC, Rebecca Carver; her sister-in-law, Patsy Ford Brooks; along with several nieces, great nieces, nephews, and great nephews.

In addition to her parents, Dorothy was preceded in death by her husband, Don Shepherd; brothers, Charles Edward Brooks III, Andrew Marshall Brooks; and brother-in-law, Frank Carver.

The family will receive friends on September 12, 2026 from 11:00 a.m. – 12:00 p.m. at Hamlett-Dobson Funeral Home, Kingsport. A funeral service will be conducted at 12:00 p.m. in the funeral home chapel with Rev. Joy Eastridge officiating.

Burial will follow at Oak Hill Memorial Park.

In lieu of flowers, her family suggests memorial contributions be made to Kitchen of Hope, 740 East Sevier Ave., Kingsport, TN 37660 or Friends of Allendale, 4444 West Stone Dr., Kingsport, TN 37660.
