Rose Ellen Carter Phillips, 100, of Kingsport, passed away Sunday, January 5, 2020 after a brief illness.  Rose was born in Scott County, Virginia on August 10, 1919 to the late Ballard and Ella Flanary Carter.  She was a charter member of Oakwood Forrest Christian Church and was a member of the Dorcas Circle.  Rose was a woman of great faith and loved and cherished her Church family.  Rose was a homemaker, wonderful cook, loving mother to Steve and dedicated caregiver to her husband, J.C.  She loved to garden and was proud of her tomato plants and beautiful flowers.

In addition to her parents, Rose was preceded in death by her husband, J. C. Phillips, Jr.; son, Steve Phillips; daughter-in-law, Christine LaGuardia Phillips; infant grandson, Joseph Stephen Phillips; infant granddaughter, Melinda Phillips; brothers, Campbell B. Carter, Thomas Marion Carter, and Curtis Paul Carter; and her beloved Aunt Ellen Carter Fugate.

Rose is survived by her niece, Jane Booher; nephew, C.B. Carter; special great-niece, Laura Russell-Harper and husband, Larry; and very special great-great-nephew, Seth Harper.

The family wishes to express gratitude to the caregivers at Steadman Hill Assisted Living and especially to Lisa Simmons, who she loved like family, for the love and care given to Rose that she truly deserved for the past eight years. A special thank you to Jenny Jones who was a faithful visitor almost every Monday, to Wayne Brickey who built bird feeders for Rose and kept her supplied with bird seed and in the summer, tomatoes from his garden, and to special neighbor, N.R. Canipe, who did so many good deeds for Rose over many years.  No one could have been more dedicated than the members and ministers of Oakwood Forrest Christian Church who never forgot Rose and came to visit and minister to her every week.

The family will receive friends from 12:00 to 2:00 pm on Saturday, January 11, 2020 at Hamlett-Dobson Funeral Home, Kingsport.  The funeral will immediately follow at 2:00 pm with Dr. Edward Clevinger, Minister officiating. Burial will follow at 3:00 pm at Oak Hill Memorial Park.

In lieu of flowers, memorial contributions may be made to Oakwood Forrest Christian Church, 1713 E. Sevier Ave., Kingsport, TN 37664.
